Summary of job responsibilities
This is a full-time exempt professional position under the general direction of the
Director. Duties include planning, organizing, and implementing youth services for the
Region and assisting with administrative duties for the Region as assigned by the
Director for the Okefenokee Regional Library System, headquartered in Waycross,
Georgia.
Special working conditions
Work in a library environment; sustained posture in a standing or seated position for
prolonged periods of time; perform lifting, crouching and pushing; extensive keyboard
usage; will travel to other locations.
Minimum Qualifications
● Master’s degree in Library or Information Science (M.L.S.) or equivalent from a
program accredited by the American Library Association
● A minimum of 5 years of professional librarian experience
● A minimum of 2 years of experience in supervision
● Excellent communication skills
● Have or be able to obtain a valid Georgia Driver’s license
● Have or be able to obtain a license from the Georgia State Board for the
Certification of Librarians.
● Knowledge of the use of computers and Internet technology, including but not
limited to MS Word, Excel, PowerPoint, Publisher, and Access.
Position Responsibilities
Regional Administrative Responsibilities
● Assists Director with Regional administration, including but not limited to staff
oversight, relations, and scheduling, Library Board relations and communication,
maintaining financial structures and policies, and maintaining policies
● Prepares and implements marketing strategy for promoting children’s programs
for the system
● Manage social media/publicity and digital and print communication for Children’s
programming
● Serves as a representative of the Library with other divisions, departments,
outside agencies, community organizations, and the media
● Provides and supports leadership by displaying a high level of effort and
commitment to performing work; operating effectively within the organizational
structure; demonstrates trustworthiness and responsible behavior, and follows and
interprets Library rules, policies and procedures
● Assist the Director with recommendations to the Regional Library Board in the
areas of policy, procedures, and goals
● Other related duties as assigned
Youth Services Responsibilities
● Trains, counsels and supervises all staff that report to the position
● Compiles all Youth Services statistical reports and annual reports
● Prepares Youth Services documentation and instruction materials for Library staff,
volunteers and patrons
● In conjunction with branch managers, oversees, plans, and/or implements all
library-sponsored Youth Services programming for Region, including annual Summer
Reading Program
● Working with Branch Managers, prepares programming for various age groups,
including, infant, toddler, and pre-K story times, school-age programs, as well as
provide virtual programming
● Working with the Branch Managers, actively pursues and engages in outreach
opportunities in the area of Youth Services through community events and
programming.
● Oversees and implements all aspects of youth materials acquisitions for the
Region, ensuring that patron requests and collection needs are met in a timely manner
● Maintains knowledge of current trends and developments in the field by reading
books, journals, literature, electronic conference courses, newsletters, and attending
relevant seminars/conferences that benefit the library (as funds and time are available)
● Other related duties as assigned
Physical Demands
● Frequent lifting and/or carrying of objects weighing up to 40 lbs.
● Frequent bending, twisting and squatting
● Ability to communicate orally in a clear manner
● Ability to distinguish sounds at various frequencies and volumes
● Ability to distinguish people or objects at varied distances under a variety of light
conditions

● Must be capable of using hand(s) for repetitive single grasping, fine
manipulations, pushing and pulling and operating controls
● Ability to withstand temperature and noise changes in the work environment

Salary is based on the applicant’s experience as a librarian as well as state and local

Library System Director
Background and Location
The Okefenokee Regional Library System (OKRLS) furnishes library services for Appling,
Bacon, Clinch, Pierce, and Ware counties having a combined population of 92,300
people. The library system is made up of five affiliated branch libraries located in the
cities of Alma, Baxley, Blackshear, Homerville, and Waycross. The Waycross-Ware
County Public Library serves as the headquarters of OKRLS and is located at 401 Lee
Avenue in Waycross, Georgia. Waycross is the county seat and is situated in the
southeastern part of the state with average temperatures ranging from 36.7◦
Fahrenheit in the winter to 94.1◦ Fahrenheit in the summer. Waycross is known for the
Okefenokee Swamp Park, Laura S. Walker State Park, railroad trains, churches, and
southern hospitality.
Job Summary

OKRLS Board of Trustees. Duties include planning, managing, and directing the
operations, programs, services, and personnel of the library system. Special working
conditions and physical demands include working in a library environment, sustaining
posture in a standing or seated position for prolonged periods of time, lifting and
carrying objects weighing up to 40 pounds, frequently bending, twisting, and squatting,
using various types of technology, keyboarding/typing extensively, traveling to other
locations, and communicating verbally and non-verbally while exchanging information
with clarity and understanding.
Minimum Qualifications
The Director must have:
● A Master of Library and Information Science (M.L.I.S.) degree or equivalent from
a program accredited by the American Library Association;
● A current Grade 5b Librarian’s Professional Graduate Certificate as granted by
the State Board for the Certification of Librarians;
● A minimum of 5 years of professional librarian experience;
● A minimum of 2 years of experience in public library administration;
● Excellent communication skills;
● A valid Georgia Driver’s license or be able to obtain one prior to hire;
● Knowledge of the use of computers and Internet technology, including but not
limited to MS Word, Excel, PowerPoint, Publisher, and Access.
The Director:
● Works closely with the Assistant Director and Business Manager to ensure the
library system functions at its best with fiscal responsibility being a top priority;
● Oversees and directs operations including public services, technology,
administration, and facilities management;
● Serves in an advisory capacity to the OKRLS Board of Trustees and makes
recommendations regarding policies, procedures, and goals;
● Administers all policies as adopted by the OKRLS Board of Trustees;
● Prepares agendas and discussion items for the board members’ review prior to
all scheduled board meetings;
● Attends all board meetings of the system board and its affiliated boards or
sends a substitute in his or her place (excluding those in which the Director’s
salary or tenure is under discussion);
● Attends all meetings called by the Board of Regents or sends a substitute
approved by the Division Director;
● Directs and participates in the development and administration of the annual
capital, operating and other assigned budgets;
● Monitors and authorizes expenditure;
● Reports regularly to the library board, local government officials, and the general
public;
● Evaluates, determines, and requests additional funds necessary for staffing,
equipment, materials, and supplies;
● Develops and schedules equipment purchases and replacements;
● Establishes appropriate service levels and allocates resources including staffing
accordingly;
● Hires, trains, counsels, and supervises all personnel that report to the position;
● Monitors and evaluates service delivery methods and procedures;
● Identifies and implements changes necessary to improve operational efficiency;
● Oversees the maintenance of the library collections, including the selection and
purchase of library materials;
● Serves as a representative of the library and coordinates departmental activities
as well as activities with other divisions, outside agencies, community
organizations, and the media;
● Responds to inquiries related to the library, negotiates and seeks to resolve
complex, sensitive, and/or controversial issues and complaints;
● Maintains knowledge of current trends and developments in the field;
● Maintains knowledge of local, state, and federal laws;
● Obtains continuing education credits as required through courses sponsored by
Georgia Public Library Services (GPLS);
● Attends relevant workshops and conferences as funds and time permits;
● Notifies the OKRLS Board of Trustees and the Board of Regents of any failure to
comply with policies of the board, criteria for state aid, state and federal rules
and regulations, and all applicable local, state and federal laws;
● Performs additional duties as assigned by the OKRLS Board of Trustees.
