Comic Contest Overview


Calling local artists! The Okefenokee Regional Library System is seeking talented individuals to submit original graphic stories combining art with rich content and strong storytelling. Use the comic format to relate realistic fiction, a memoir, fantasy or science fiction, a biography, or whatever inspires your creativity! Stories will be judged on the quality of art and writing, and originality of characters and narrative. This contest is open to residents of Appling, Bacon, Clinch, Pierce, and Ware Counties.

There are two categories: Junior (13 and younger), and Advanced (14 and older). Junior category submissions must have at least five (5) pages of completed art and story. Advanced category submissions must have at least ten (10) pages of completed art and story. The story told may be complete or a chapter in a larger story, but should have a sense of complete narrative.

Completed entries will be displayed and prizes awarded at OkeCon on May 6th. The top three entries for the Junior Category will receive coloring books and pencils. In the Advanced Category, first place receives a computer drawing tablet, second place an all-media art set, and third place receives assorted art supplies. Prizes subject to change.

Official Rules


CONTEST PERIOD: Contest begins at 12:01am Eastern Time (“ET”) on April 1, 2017 and ends at 11:59pm ET on May 1, 2017 (“Contest Period”).

ELIGIBILITY: The Okefenokee Regional Library System (OKRLS) Comics & Illustration Contest (“Contest”) is open to legal residents of Appling, Bacon, Clinch, Pierce, and Ware Counties, Georgia. Entrants for the Junior Category must be 13 years of age or younger at the time of submission. Entrants for the Advanced Category must be 14 years of age or older at the time of submission. Employees and their immediate family members (parent, child, spouse or sibling and their respective spouses, regardless of where they reside) and those living in their same households, whether or not related, of OKRLS are not eligible to enter or win. By participating, entrants (and, if eligible minors, their parents or legal guardians) agree to be bound by these Official Rules and the decisions of the judges and/or OKRLS, which are binding and final on matters relating to this Contest. Contest is subject to all applicable federal, state and local laws.

TO ENTER: During the Contest Period, to enter, visit okrls.com/comiccontest and follow the directions to complete and submit the official submission form, including a portfolio with complete finished art and all other materials and information required under the submission form. Entrants for the Junior Category must submit at least five (5) pages of finished art and entrants for the Advanced Category must submit at least ten (10) pages of finished art. Limit one (1) entry per person. Entries received in excess of the stated limitations will be void. All entries become the property of OKRLS and may not be acknowledged or returned.

Entry must be the original work of the entrant, may not have been previously published, may not have won previous awards, and must not infringe upon the copyrights, trademarks, rights of privacy, publicity or other intellectual property or other rights of any person or entity. Any questions about Fair Use may be addressed to OKRLS librarians at okrlslibraries@okrls.org.

By submitting an entry, entrant (and, if an eligible minor, his/her parent or legal guardian) represents and warrants that the entry conforms to these Official Rules and understands that OKRLS, in its sole discretion, may disqualify the entry for any reason, including if it determines, in its sole discretion, that the entry fails to conform to these Official Rules in any way or otherwise contains unacceptable content as determined by OKRLS, in its sole discretion.

USE OF ENTRIES: By submitting an entry, entrant hereby grants to OKRLS a nonexclusive license to reproduce, distribute, display, and/or transmit the entry in connection with this Contest and the advertising and promotion thereof, in any manner or media now known or hereafter devised throughout the world in perpetuity for advertising, promotional and other purposes, without further compensation, notification or permission. Entrant agrees that Released Parties (as defined below) are not responsible for any unauthorized use of entries by third parties. OKRLS has no obligation to make use of the rights granted herein.

JUDGING: All eligible entries received by OKRLS will be judged by a jury of judges based on the following equally weighted criteria: 5 (Junior Category) or 10 (Advanced Category) page excerpt of final art and text (sequential within the comics format) (“Judging Criteria”), to determine up to three (3) top entries in each category. Winners will be determined by May 2, 2017, and announced the same day.

OKRLS reserves the right to select fewer than three (3) winners /or none at all if, in its sole discretion, it does not receive a sufficient number of eligible and qualified entries. OKRLS will not reveal the judging scores or votes for any entry.

WINNER NOTIFICATION: Potential winners will be notified by e-mail and/or phone and may be required to execute and return an affidavit of eligibility, a liability release, and a publicity release within three (3) days of date of issuance. If such documents are not returned within the specified time period, a prize or prize notification is returned as undeliverable, or a potential winner is not in compliance with these rules, the prize will be forfeited and, at OKRLS’s discretion, an alternate winner selected.

PRIZES: Prizes will be awarded in two age categories: Junior (ages 13 and younger) and Advanced (ages 14 and older). Three (3) winners without ranking will be selected in the Junior Category. Junior Category winners will each receive a coloring book and pencils. In the Advanced Category, one (1) first-place winner will receive a drawing tablet, one (1) second-place winner will receive an all-media art set, one (1) third-place winner will receive an assortment of art supplies. All prizes are non-negotiable and cannot be redeemed for cash. Awarding of prize is subject to winner signing OKRLS’s standard terms and conditions and failure to sign the agreement will result in forfeiture of the prize.

PUBLICITY GRANT: Each winner, by acceptance of prize, grants permission for OKRLS and its designees to use his/her name, address (city and state), photograph, voice and/or other likeness and prize information for advertising, trade and promotional purposes without further compensation, in all media now known or hereafter discovered, in any manner and with any materials, worldwide in perpetuity, without notice or review or approval.

RELEASE: Entrants, by participating, agree that OKRLS and its sponsoring agencies, affiliates, subsidiaries and advertising and promotion agencies and all of their respective officers, directors, employees, representatives and agents (collectively, “Released Parties”) will have no liability whatsoever for, and shall be held harmless by entrants against, any liability, for any injuries, losses or damages of any kind, including death, to persons, or property resulting in whole or in part, directly or indirectly, from acceptance, possession, misuse or use of a prize (including any travel or activity related thereto) or participation in this Contest.

GENERAL CONDITIONS: Released Parties are not responsible for lost, late, incomplete, inaccurate, stolen, misdirected, undelivered or garbled entries, votes or emails; or for lost, interrupted or unavailable network, server, Internet Service Provider (ISP), website, or other connections, availability or accessibility or miscommunications or failed computer, satellite, telephone or cable transmissions, lines, or technical failure or jumbled, scrambled, delayed, or misdirected transmissions or computer hardware or software malfunctions, failures or difficulties, or other errors or difficulties of any kind whether human, mechanical, electronic, computer, network, typographical, printing or otherwise relating to or in connection with the Contest, including, without limitation, errors or difficulties which may occur in connection with the administration of the Contest, the processing or judging of entries, the tabulation of votes, the announcement of the prizes or in any Contest-related materials. Released Parties are also not responsible for any incorrect or inaccurate information, whether caused by site users, tampering, hacking, or by any equipment or programming associated with or utilized in the Contest. Released Parties are not responsible for injury or damage to participants’ or to any other person’s computer related to or resulting from participating in this Contest or downloading materials from or use of the website. Persons who tamper with or abuse any aspect of the Contest or website or who are in violation of these Official Rules, as solely determined by OKRLS, will be disqualified and all associated entries will be void. Should any portion of the Contest be, in OKRLS’s sole opinion, compromised by virus, worms, bugs, non-authorized human intervention or other causes which, in the sole opinion of OKRLS, corrupt or impair the administration, security, fairness or proper play, or submission of entries, OKRLS reserves the right at its sole discretion to suspend, modify or terminate the Contest and, if terminated, at its discretion, select the potential winners from all eligible, non-suspect entries or votes (as applicable) received prior to action taken using the winner determination procedure outlined above or as otherwise deemed fair and appropriate by OKRLS. In the event of a dispute regarding entries received from multiple users having the same e-mail account, the authorized subscriber of the e-mail account at the time of entry will be deemed to be the entrant and must comply with these rules. Authorized account subscriber is the natural person who is assigned the e-mail address by the Internet Service Provider (ISP), on-line service provider, or other organization responsible for assigning e-mail addresses.

PERSONAL INFORMATION: The personal information collected will be used in accordance with OKRLS’s privacy policy.
